Lao authorities have decided to build a border market and a warehouse at the train depot for the first railway linking Laos and Thailand, which is being constructed and expected to be completed and up and running by year''s end.
The railway will connect Nongkhai with Tha Nalaeng via the first Lao-Thai Friendship Bridge. The market and the warehouse will be constructed on a 50-hectare lot in Ban Dong Phou Sy. Expected to be completed in 2009, the facilities are built to facilitate border trade between Laos and Thailand, as well as among the GMS nations and the ASEAN grouping as a whole. The project is also part of the Lao government''s plan to commemorate the 450th anniversary of the capital city of Vientiane.
It is not clear, though, how Lao officials will finance this project. But reports say they have been in discussion with Chinese and Thai authorities.
In another bilateral cooperation, Laos and Vietnam have open another
Phou Keua-Bo Y checkpoint between Laos and Vietnam
international border crossing between Phou Keua on the Lao side and Kontoum on the Vietnamese side. Officials of both nations hope the new crossing will boost bilateral cooperation in the fields of trade and tourism, and will increase trade with Cambodia as part of the economic Emerald Triangle which is being jointly developed by the three neighbors.
The Emerald Triangle project, which began in 2007 and is expected to be completed in 2010, has received support fron the World Bank, the Asian Development Bank, as well as Japan.

The new Thai army commander, who just ended his first visit to Laos since assuming his post, says the two sides have agreed to forge closer cooperation in counter-narcotics and to more effectively prevent all forms of violence along their common border.
General Anouphong Phaochinda spoke to reporters upon returning from Vientiane where he met with his counterpart and other Lao officials. He said both sides agreed that illegal drug trade has become increasingly widespread along their common border.
On the issue of the more than 7,000Hmong refugees at Ban Huay Nam Khao in Thailand's Phetchabun province, who are under the Thai army's supervision, General Anouphong told reporters that Lao officials again asserted that they are ready to take them back as well as those being held in a detention center in Nongkhai across from Vientiane. However, the Thai general said his army is not ready to return the Hmong refugees to Laos because of international scrutiny and criticism.

the Netherlands have offered to resettle the Hmong refugees, whom Laos and Thailand consider illegal immigrants and say their issue must be settled by the two countries only.
Laos Prime Minister Bouasone Bouphavanh has said those Hmong refugees were economic refugees and victims of transnational human trafficking, but he added that his government would allowed them to live any where they want to, be it Thailand or any western country, if they do not want to return to Laos.

A top official with Laos' State Inspection Commission says lax enforcement of laws has led to poor land management and double concessions of lands to foreign and domestic businesses and individuals, creating economic and social conflicts as well as greed and fighting among family members.

The official adds that the impact has damaged the ruling party's image, causing mistrust of the party among the people. Concessions without proper surveys by central authorities have reportedly encroached upon private lands in some provinces.
In a related development, the Finance Ministry has announced an increase in land tax rates in an effort to raise revenues.

Lao authorities have issued a ban on imports of all poultry and poultry products from Thailand as a measure to prevent further outbreak of bird flu, after determining that poultry in the northeastern provinces of Thailand are in high risk areas. The measure also calls for stiff penalty for violators and smugglers.

outbreak, in late 2006 and early 2007, resulted in two human deaths, forcing the culling of hundred of thousands of birds and the closures of more than 80 poultry farms across the country last year.
The ban will certainly aggrevate poultry and egg shortages in Laos, where so far only about 30 of the closed farms have reopened and gone back to raise birds again.
